Duties

Manages the general operations of a particular section of the forensic laboratory. Ensures introductory and on-going training of supervised staffing area of expertise. Assigns normal or special duties to section personnel. Oversees the completion of assignments and reports. Ensures the correct operation, calibration and maintenance of the scientific instruments. Responsible for the proper use, maintenance, necessary replacement and security of all personal and individual issue equipment and WVSP transportation equipment, Responsible for the general appearance, maintenance and security of any assigned office or laboratory area. Reviews and submits all records for the section as required by WVSP rules, regulations or other directives. Responsible for the proper documentation, routing and dissemination of all messages and information as received. Encourages team building and ensures accountability of section staff members. Oversee technical operations of the DNA laboratory. Authority to initiate, suspend and resume DNA analytical operations for the laboratory or an individual. Evaluate and document approval of all validations and methods used by the laboratory and propose new or modified analytical procedures to be used by scientists. Document, review and approve transcripts and training records for new qualified analysts prior to commencing independent casework. Approve technical specifications for outsourcing agreements. Review and document internal and external DNA audit documents and if applicable approve corrective action(s).

Requirements

Education -
  • Must have a minimum of MS degree in a biological, chemical, or forensic science with undergraduate or graduate courses in genetics, biochemistry, molecular biology (molecular genetics or recombinant DNA technology), and statistics/population genetics. A minimum of 12 credit hours or its equivalent including a combination of graduate (minimum 3 hours) and undergraduate course work or classes is required.
Training -
  • It is required that this individual has training in DNA analysis technique with individuals, agencies or other laboratories having considerable experience in DNA methods and casework.
Experience:
  • Ten years of full-time or equivalent part-time paid experience in the analysis of evidentiary material, at least 3 years of which must have been in a lead worker capacity as a forensic DNA scientist and be currently or previously qualified in the technology used in the laboratory. Selected candidate will have one year from the time of appointment to complete and document training in all technologies used in the laboratory.
Other:
  • Relevant certification from an approved forensic certifying body (i.e. ABC, AFTE, IAI, etc.) Successful completion of at least two leadership training courses (as deemed appropriate by laboratory management): At least 3 documented leadership literature readings Documented project management experience (leads validations, outsourcing, etc.) At least one from the following category (as deemed appropriate by laboratory management):
    • Assessor/Auditor training with active assessment duties
    • Service on a laboratory board (Internal Audit Team, Quality Assurance Board)
    • Research and Development Project
    • Publication in a scientific journal as an author/co-author
    • Active leadership/committee member in a forensic related association/group (AAFS, OSAC, IAI, AFTE, etc.)
