Job Description

Responsibilities

The Residential Construction Specialist reviews plans and specifications for residential construction, renovations, repairs, demolitions, and mechanical system installations to ensure compliance with building, HVAC, plumbing, and zoning codes. Reporting to the Chief Plans Examiner, this role involves working closely with homeowners, contractors, and residents to provide technical guidance, encourage code-compliant construction, and deliver high-quality service. The position requires reviewing architectural plans, exercising independent judgment, and using technical expertise to assess code compliance and offer corrective recommendations when necessary. Projects range from single-family homes to small commercial buildings, with the goal of protecting public health, safety, and welfare.

Minimum Qualifications

EDUCATION

Bachelor's Degree in Architecture, Engineering, or closely related field.

Experience

2 years experience in building trades, general construction, or with a State of Ohio certified building inspection department responsible for enforcing the Ohio Building Code.

AND

1 year community-related work, volunteer experience, customer service, or social service.

Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Universities or equivalent region.

Certifications

Candidates must possess a Residential Plans Examiner or Residential Building Official certification at the time of appointment or obtain a Residential Code Official (RCO) Trainee Certificate within 30 days of hire. Trainees must complete 25 plan reviews annually, complete 100 hours of building code education, and pass the required exams. If exams are not initially passed but other requirements are met, a one-time 18-month interim certification may be granted, with all exams required to be passed within that period. The trainee certification expires four years from issuance, and full certification may be pursued after at least two years and successful completion of the trainee program. All certification requirements are subject to changes mandated by the State of Ohio.

License Requirements

Must possess a valid driver’s license at time of appointment and maintain thereafter as a term and condition of continued employment.

Background Check

A background investigation and evidence of Employment Authorization and Identity is required prior to employment. All candidates must pass any level of background investigation applicable to the position, including current city employees seeking transfer, promotion, demotion, etc. into a classified position.

Medical Examination & Drug and Nicotine Testing

Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen. Applicants offered employment with the City will be required to pass a nicotine screening. Newly hired employees must remain tobacco and nicotine free as a condition of continued employment. The Tobacco and Nicotine Free Hiring Policy does not apply to current City employees.
